(One) Mass Sports
Mass sports aims at putting the people's Olympics into practice and is directed at all the work targets specified for the public sports in "The Special Plan for the Development of the Cultural Environment under The Olympic Action Programme for Beijing Sports". Putting emphasis on the idea of "giving fundamental consideration to the people's interests" and taking "building health through sports activities to rejuvenate China" as its main content, it will attract a wide participation of citizens in sports activities, mobilize and integrate all kinds of sports resources and strive to build Beijing into a city with perfect sports organizations, widespread sports activities and comprehensive sports facilities so that sports becomes an important part of Beijing's greater culture and shows the world the ancient capital city's new image of prosperity and civilization and the new outlook of the citizens' spirited mood.
1. The Mass Sports Activities Plan
Organize national physical fitness weeks with distinct themes once a year and "Beijing Olympic Sports Festivals" once every two years. Organize mass sports activities with Beijing characteristics to create an international mass sports brand that displays the ancient capital city's outlook. Organize large international mass sports activities at the symbolic places of the Tian An Men Square, the Great Wall and the China Centennial Altar between the international Olympic Day on June 23 and July 13th, the day Beijing won the bid for the 2008 Olympics with a new theme for every annual activity to create a new bright spot for the hosting of the 2008 Olympic Games.
On the basis of organizing the existing sports activities well, introduce 10 to 20 new physical fitness items to the masses every year. The Spring Round-the-City Running, the Lion International Long-Distance Day at Lugou Bridge, the Round-the-City Cycling Race with 10,000 participants, the wushu (martial arts) exhibition with 10,000 participants, the aerobics contests, the children's interesting games, the "Rejuvenate China Cup" series of basketball, football and volleyball matches, and 1,000-team football tournament for primary and secondary school students, which have already become brand symbolic sports activities, will have new innovations and be gradually developed into sports activities with fairly large international influence and good social benefit. Mobilize citizens to constantly participate in one or two sports activities that fit their own physical conditions. By 2005, half of the city's population and 55% of the city's urban population will be involved in sports activities. By 2008, 60% of the city's population will take regular part in sports activities. Promote the traditional sports and the sports for the disabled, and discover and sift the ethnic groups' sports and traditional folk sports by bringing out the new and weeding out the old so that the mass sports activities will become regular, scientific and popular.
2. Service System for National Physical Fitness
Establish a public sports operating mechanism that will involve the joint efforts of the state and society under the guidance of the government and the broad participation of the masses, gradually create a new pattern with the government guaranteeing the basic public sports products and services for the citizens and the market meeting the diversified and multi-level sports consumption demands. Improve and perfect the service system for national physical fitness, including health-building organizations, health-building facilities, health-building guidance, publicity and education, competition and physique monitoring and testing.
(1) Sports Organizations
Set up various types of mass sports associations, develop and strengthen the sports clubs for children and young people, and perfect the national physical fitness organizational set-up in the urban communities. Improve the work at the instructors' stations for the mass morning and evening exercises throughout the city and give play to the demonstrative role of the instructors' stations at the Temple of Heaven, the Wangfujing Golden Street, the Xidan Cultural Square, the Fragrance Hill and the Badachu Park for the mass morning and evening exercises. Train a backbone force for mass sports. By 2008, the number of mass sports instructors in the city will rise to 22,000. At the same time, encourage the establishment of private sports organizations open to the public at the users' own expenses, and establish a system of sports organizations with Beijing's characteristics invested, operated and owned by individuals to meet the growing needs of the masses for still higher standard sports activities.
(2) Community Sports
Establish a mass sports management network at the municipal, district, sub-district and community residents' committee levels. Establish sports organizations at all community residents' committees throughout the city. Thirty percent of the sub-districts will reach the standards for the national advanced urban sports neighbourhoods. More than 90% of the sub-district offices and 80% of the community residents' committees will hold and take part in one or more health-building sports competitions every year.
Develop community projects with sports organizations, health-building sports facilities, physique monitoring and check-ups, public sports instructors, health-building instructions and mass sports activities. The development of such projects should be combined with the creation of the cultural environments for the Olympic Games in 2008 to enrich the intension and practice of the "People's Olympics" and promote the development of the sports culture. Choose representative communities in the eight districts of Dongcheng, Xicheng, Chongwen, Xuanwu, Chaoyang, Haidian, Fengtai and Shijingshan to create Olympic sports communities with comprehensive sports facilities, busy sports activities, perfect sports organizations and outstanding sports characteristics. The Olympic sports communities should embody the combination of Olympic sports culture and community culture, the combination of the Olympic spirit and the community human spirit, and the combination of Olympic sports activities and the community life. Establish "community sports and health-building centres" with complete sports facilities and multiple functions in the major communities.
(3) National Physique Monitoring
Perfect the national physique determining and monitoring system, and formulate and implement the national physique determining and monitoring regulations. Make citywide follow-up investigations of the physique monitoring once every two years to make dynamic observations of the changes of the citizens' physique and publish the results of monitoring the citizens' physique in the coming six years. By 2005, 50% of the urban community residents' committees and 20% of the rural townships will have national physique monitoring and testing stations, and by 2008 such stations are expected to be available in all urban community residents' committees and rural townships. By 2008, each district or county under the Beijing Municipal Government will have a well-equipped mobile national physique monitoring and testing station with advanced functions.
(4) Places for Mass Sports Activities
Full consideration has been given to the use of the sports venues in the planning and construction of the Olympic Park after the Games. The large sports facilities will be turned into centres for public sports activities and sports art performances so that the whole park will become a place of sports activities for Beijing's citizens and visitors from both inside and outside China.
Build a number of well-designed and properly distributed health-building facilities with multiple functions and diversified styles. Integrate the construction of sports facilities with the urban construction, environmental construction and garden construction. Give priority to the construction of the sports park at Longtan Lake, Chaoyang Sports Park, Shishahai "Water Sports Amusement and Tourist Area", the Water Sports Park on the Chaobai River in Miyun, and the Yinshan Hill and Mangshan Hill Mountaineering Bases in Changping so that the sports facilities will become multi-purpose gardens and parks for health-building, amusement and leisure activities.
Transform the existing large and medium-sized sports venues so that they will become centres of health-building exercises, amusement, leisure activities and competition apart from providing services to the Olympic Games.
Implement Beijing's municipal plan for the construction of health-building facilities and complete a construction area of 700,000 square metres every year so that every 2,500 citizens will have a place with facilities for physical fitness activities. By 2008, more than 50% of the existing equipment used at the physical fitness facilities will be renewed.
(Two) Competition Sports
By hosting the Olympic Games as its turning point and creating an international sports centre city as its starting point, Beijing's competition sports will create excellent results at the 2008 Olympic Games as its goal of struggle. It will concentrate its strength on meeting the requirement of achieving a "triple jump" -- making a new breakthrough at the 2004 Olympic Games in Athens, placing itself in the front rank of the nation at the 10th National Games in 2005, and making an important contribution at the 2008 Olympic Game -- and on establishing its place compatible with the international sports centre city.
1. Draw up and Implement the Plan to Capture Gold Medals at the 2008 Olympic Games
(1) Guiding Principle
Raise the overall strength of Beijing's competition sports and competition level in an all-round way and climb the world peak of competition sports by proceeding from its reality, abiding by the characteristics and laws of the its developments, giving play to the system superiority of the whole nation and implementing the strategy for winning Olympic gold medals. Give more guidance to and doing more research on competition sports to find out a pattern for intensive and elite development, make a reasonable arrangement for and structural adjustment of the sports and events, optimize the allocation of resources and the environment for development. Using science and technology as the leading factor, intensify the training and management, improve the overall qualities and athletic ability of the coaches and athletes in an all-round way. Strengthen the organization and management, establish an effective work system and mechanism for preparing for the Olympic Games. Mobilize forces to give play to the advantages in science, technology and talents to solve the major theoretical and practical problems in the course of making preparations for the Olympic gold scramble, promote the work of preparing for the Olympic Games in an all-round way to ensure the implementation of the plan to capture gold medals at the 2008 Olympic Games.

Through evaluation, classify the Olympic sports for Beijing athletes on the basis of the results they may obtain at the 2004 Olympic Games and the 2008 Olympic Games into four categories: sports with gold medal chances, sports with medal chances, sports with chances for the fourth to eighth places, and sports with chances for participation, and draw up the specific objectives for the classified categories.
(3) Training System
In 2003, more Beijing athletes will be sent to the national Olympic training team and the number of athletes chosen to participate in the Olympic Games will be finalized. Starting this year, the Beijing Municipal Sports Administration will begin to organize its contingent of athletes to participate in the 2008 Olympic Games. In 2005, it will make the preliminary confirmation of the number of athletes selected for the 2008 Olympic Games. In the course of the organization, the number of the selected athletes for training will be properly increased. The selected athletes will be strictly screened according to the technical characteristics of the Olympic sports and requirements. On the basis of the training results of the athletes and the fulfillment of the assignments and according to the objective task and work plan, exercise dynamic management with classified guidance and total control and make timely adjustments to the teams and athletes. Give priority and more support to the teams and athletes with greater chances of winning medals or gold medals in the Olympic sports.
Coaches and trainers for the Olympic sports in 2003 and 2005 will be employed through competition for jobs. They will be strictly selected, appointed and appraised. Intensify the training of coaches, pay more attention to the training and employment of middle-aged and young coaches and trainers and appropriately employ outstanding coaches from inside and outside the country for the sports in which they are strong. Adjust the award system for the coaches and gradually increase their pay and treatment to ensure the stability of the contingent of coaches.
Persist in the scientific principle of training "with the highest degree of difficulty, strictly, as required by actual battles and with large amount of physical exertion" to improve the training quality. Encourage the coaches to make innovations in the training methods, means, techniques and tactics, and establish an encouragement mechanism for technical innovations for separate sports. Intensify the analysis and study of the training information, promote the development of the advanced training theory and techniques. Attach great importance to the management over the training of the teams, give full play to the advantages of the ideological and political work and enhance the cohesiveness of the training teams.
Scientific research will be involved in all aspects of the training work. Make full use of high technologies to improve the training level and athletic ability. Make a breakthrough in the application of the scientific and technological achievements in the physical strength, technical ability, tactics and psychology in the actual battles and nutrition and recovery in the course of training.
Strengthen the exchanges and cooperation with other cities, provinces and countries in the field of
competition sports, and send Olympic athletes to respective countries or regions with strong sports for training in a planned way. Introduce advanced training methods, means, facilities and equipment from other parts of the country and other countries according to plan. Invite famous sports specialists and scholars. Accelerate the construction of training bases with high-standard training, scientific research, and educational and medical facilities. Complete the construction of the international standard training base for Olympic athletes at Lucheng.
2. Sports Competitions
Draw up the competition plan for the training of athletes in preparation for the 2004 Olympic Games and the 2008 Olympic Games. Give full play to the leverage and orientation of competition, give priority to guaranteeing the chances for Beijing's Olympic athletes to participate in the Olympic Games. Strive to host a number of world class sporting events in the light of the needs of Beijing's major Olympic sports by making use of the unique advantage of the Olympic host city. Add bright spots to the urban sports culture, make Beijing more famous and influential internationally, and portray the new image of the international sports centre city by organizing and hosting more than 30 major international sports tournaments well and cultivating six to eight international brand sporting events in the coming six years.
Establish an objective, fair and effective system for the selection of athletes to participate in the major international and domestic competitions. Do the organizational work well for the participation in the next National Games and the National Inter-city Games. Improve the competition standards for the international, national and municipal tournaments hosted by Beijing so as to create impartial, fair and open environments and conditions for the athletes.
As required by the Organizing Committee of the 2008 Olympic Games, Beijing will draw up a plan for the training of managers and officials for the organization of sports competitions, judges and referees. By 2008, it will provide the Organizing Committee with more than 1,000 competition organizing officials and managers and more than 3,000 judges and referees up to international standards for all the 28 Olympic sports while providing special professional training to the auxiliary personnel, special technical personnel and volunteers for the Olympic competitions.
(Three) Sports Industry
Seize the Olympic business opportunity to promote the city's sports industry and accelerate the establishment of the pattern for the development of the sports industry mainly with private investment, employing diversified modes of business operation and compatible with the city's economic growth. The added value of the sports industry will grow at an annual rate of 15% to ensure that the added value of the sports in 2008 will account for 3% of the city's GDP and the sports industry will become a preliminary pillar industry in the capital's cultural-type economy.
1. Sports Market
Make great efforts to cultivate the sports suitable for market operation and establish a perfect sports market system. Give priority to the cultivation of the markets for physical fitness and amusement, competition demonstration, sports goods, network sports, sports publications and sports lottery. Make positive efforts to develop the four major sports industrial parks at Longtan Lake in the Chongwen District, the Altar of the God of Agriculture in the Xuanwu District, the Olympic Park in the Chaoyang District and the Yunfo Mountain in Miyun County to create the incubator of the sports industry. Develop sports enterprises, sports clubs and sports medium companies with diversified forms of ownership and increase the number of sports brokers. Support the professional sports clubs for football, basketball, volleyball, tennis, table tennis, badminton, golf, billiards, bowling, motor racing, ice and snow sports to make competition sports professional and market-oriented. Give priority to the training of famous sports broker companies and sports brokers at home and abroad who know the rules and have the ability to operate businesses in the sports field. Strengthen the interaction between sports enterprises and the media industry in Beijing, and expand the sports services, give positive guidance to the mass consumption and develop the sports cultural market by making use of the media advantage. Make positive efforts to promote technical innovations of sports goods, increase the science and technology content in sports goods, and create a number of international famous brands. Improve the quality and standard of the services of the sports market in real earnest to invigorate the sports consumption by providing high-quality and high-standard sports services to meet the material and cultural demands of the citizens.
2. Sports Resources
Make full use of Beijing's regional advantages to develop sports enterprise groups of scale by integrating the sports resources and giving policy support. Integrate the sports resources and make industrial policies. Make special policies to encourage the development of the non-profitable sports organizations. Attract private investments widely and perfect the development mechanism to expand the sizes of the sports enterprises and raise their business operation level. Promote inter-industry and inter-regional reorganization of resources and the reorganization of sports enterprises into join stock companies, and strengthen the cooperation and exchange with famous international sports companies. Develop a number of large enterprises and enterprise groups specializing in sports entertainment, sports demonstrations and sports goods which will be first-class at home and well known abroad. Open more channels for raising funds for sports enterprises, and encourage superior sports enterprises to enter the capital market. Cooperate with the financial departments to develop new-type financing instruments with sports concepts. Make use of Beijing's international influence to establish the sports centre business zone in the Chongwen District to attract sports organizations and sports medium institutions at home and abroad to set up offices or branches in Beijing in an effort to build Beijing into an international sports business centre in the Asian-Pacific region. Strengthen cooperation with universities and colleges in Beijing to develop versatile senior sports managers with the knowledge of sports, business operation and managerial expertise. Run the Beijing International Sports Goods Fairs well in 2003-2008 and strive to build the Olympic Park into the world's first-class sports exhibition centre.
2. Sports Leisure Industry
Promote the sports industry with the development of the sports leisure industry at the core. Accelerate the pace in combining the health-building amusement, competition demonstration and sports goods, the three pillar businesses in the sports leisure industry, with the information, culture, tourism, commerce and other related industries, and establish five or six sports leisure industrial central zones with sports characteristics, integrating health-building exercises, leisure, amusement, visual display, tourism and shopping in Chongwen, Xuanwu, Chaoyang, Changping and Miyun so as to turn the sports leisure into a new fashion for mass consumption. At the same time, it will promote the consumption on sports lottery, sports advertisements, sports cultural goods and other service goods so that the sports leisure industry will become a new industry to increase the domestic demand and pull up the economic growth.
(Four) Carry Forward and Disseminate the Olympic Spirit
It is an important purpose of hosting the Olympic Games to carry forward and disseminate the Olympic spirit. Implement the "Special Plan for Development of the Cultural Environments under the Olympic Action Programme for Beijing Sports" by stages, and put the idea of "People's Olympics" into practice to promote the exchange and integration of the sports cultures between the East and the West, enrich the intension of the Olympic spirit, promote the development of the sports culture in Beijing, and promote the improvement of the ideological and ethnical qualities and scientific and cultural qualities of the citizens.
1. Sports Cultural Activities
Organize a number of sports cultural activities mainly aimed at carrying forward and disseminating the Olympic ideal and the Chinese sports spirit in cooperation with the Organizing Committee of the 2008 Olympic Games. It is necessary to create symbolic and international sports culture brands with distinct sports culture characteristics.
Initiate the Beijing Olympic Sports Festival, including large high-standard international sports cultural activities and Chinese traditional sports cultural demonstrations which the masses love to see to expand the social influence, disseminate the Olympic idea and display the people's pursuit of the Olympic spirit and their love for sports.
Continue to organize the existing sports cultural activities well. Give more publicity to the Olympic spirit and make more display of the sports culture in the symbolic sports activities which have already become brands. There should be more new forms of sports activities. Attach more importance to the intension of sports culture and to the spread of and publicity to the sports culture. Give priority to the organization of large and influential sports culture and sports academic exchange activities at home and abroad.
2. Sports Cultural Facilities
Build a number of sports culture facilities as supplementary projects attached to the stadiums, including sports museums, sports libraries, sports art performing centers, sports sculpture parks, etc. Encourage and support the various district and county governments, communities, social organizations and individuals to invest in the construction of sports cultural facilities.
3. Develop Sports Cultural Environments
Popularize the Olympic knowledge and disseminate the Olympic ideas through various forms. Carry out various Olympic educational activities in all schools in cooperation with the educational departments. Publish and circulate sports publications and books in cooperation with publishing houses. Make use of the newspapers, journals, radios, television and networks to launch special columns and programmes with "Beijing Sports and the Olympic Games" as its theme to create the public opinion and atmosphere of the Olympic host city.
Improve the sports cultural environments of the sports venues to enable the spectators to learn more Olympic knowledge, show interest in the Olympic Movement and spread the Olympic spirit when they carry out sports activities or watch sports competitions.
