BOCOG Releases Proposals on Energy Saving for Air-conditioning (Full Text)

  Distinguished officials from the State Development and Reform Commission, officials from the Beijing Municipal Development and Reform Commission, representatives from star hotels and department stores, honored guests, ladies and gentlemen:

  As we all know, energy is the essential driving force of the economy. It is a key factor for China’s drive to realize its grand goals of building a relatively affluent society in an all-round way by the year 2020 and reaching the economic level of an average developed country by 2050. Energy has become a protruding global issue that the man kind faces in the 21st century. As other countries around the world began to readjust their energy strategies, China is in a situation that is far from optimistic in terms of energy supply and environmental problems related to energy consumption. China is known for relative scarcity of energy resources, with its per capita energy resources deposit and energy consumption far below international average. On the other hand, the country consumes far more energy than the global average for each unit of product, reflecting serious waste of energy. The serious conditions of the country’s energy resources require us to put energy efficiency at the core of the national energy strategy. To solve the energy problem, all energy consumers, either individuals or institutions, should actively take part in the move of saving energy.

  What can be done to save energy in our daily activities? It is estimated that the maximum electricity consumption in Beijing will reach 9.5 million kilowatts at peak times this summer, an increase of 1.2 million kilowatts or 15 percent from 2003. Electricity consumption poses a severe strain on power supply. For example, the output capacity of all air-conditioners in the city totals 3.6 million kilowatts, which will consume 3.8 million kilowatts of electricity, or 40 percent of the city’s total power supply at peak times. Since air-conditioning consists a prominent part of electricity consumption in summer, it has great potential for energy saving. Scientific research found the proper range of room temperature for human body is between 24~28 degrees in summer and 18~22 degrees in winter on Celsius scale. However, most public places in Beijing now set the temperature of air-conditioned rooms at around 22 degrees on Celsius scale in summer. Study shows if the temperature of air-conditioned room were set one degree higher, the electricity consumption would be reduced by 10 percent. As a result, Beijing would be able to save 250 million to 320 million kwh of electricity in summer.

  As the host of the Beijing 2008 Olympic Games, we advocate protection of the environment, natural resources and ecological balance. One of the three major concepts of the 2008 Olympic Games is “Green Olympics”, which contains such key elements as saving resources, saving energy, raising people’s awareness of sustainable growth and developing environment-friendly consumption pattern.

  We attach importance to the environmental protection activities of all sectors providing service for the Olympic Games. BOCOG has composed the Environmental Protection Guidelines on Hotel Service for Beijing Olympic Games, which devotes a major part of its contents to energy efficiency. As seven ministries and commission of the State Council jointly issue a call for saving resources and in the approach of the summer peak time of electricity consumption, we hereby put forward the following proposal to designated hotels and restaurants for the Olympic Games:

  To set air-conditioned temperatures one degree higher in summer and adjust humidity levels accordingly; to fully utilize ventilation to optimize comfort; to lower electricity consumption and increase energy efficiency of air-conditioning without affecting human comfort. In order to fully implement the three concepts of “Green Olympics”, “Hi-tech Olympics” and “People’s Olympics” in the process of providing service for the Olympic Games. In the mean time, we put forward the following suggestions:

  1. To use advanced electricity-saving technology to lower energy consumption of air-conditioning; to opt for energy efficient air-conditioning equipment and not to use energy consuming equipment banned by the government; to take the initiative to use renewable energy in the operation of air-conditioning equipment.

  2. To adopt scientific management methods to reduce energy consumption of air-conditioning; to develop plan, goals, standards and measures of saving energy; to establish and perfect rules and regulations, to set up responsibility and evaluation systems and to improve energy efficiency through strengthening management.

  3. To attach importance to the education of guests and employees on saving energy and environmental protection; to continuously raise their awareness of conserving natural resources, saving energy and protecting the environmental protection; to encourage employees to put forward suggestions and opinions on saving energy; and to create favorable conditions for guests to participate in energy-saving activities.

  We sincerely hope that hotels, department stores and restaurants throughout the country will follow the leading role of the designated hotels for the Beijing Olympic Games. We hope they observe national laws, regulations and standards on energy efficiency and environmental protection in their daily operations and management. We hope they maintain the environmental friendly, healthy and conducive guidelines and uphold the scientific development ideas of saving resources, protecting environment and achieving sustainable growth. We hope they achieve the win-win result of increasing economic returns while saving energy.
