In 2004, the Municipal Government of Beijing announced its promulgation of the Regulation of Air-Pollution, the Tenth Phase. The Regulation explicitly details the Municipal Government’s pollution management policy with respect to the amount of discharged pollutants of work units.
As required by the Tenth Phase, the Beijing Municipal Environmental Protection Bureau (BMEPB) recently issued a preliminary list of 28 work units that will enforce the Regulation’s stipulations governing discharge of air pollutants. According to the Regulation, the enlisted work units are to take effective measures to ensure the reduction of air pollutants, including fast-tracking the construction of pollution-reduction facilities and infrastructure.
In accordance with the Regulation, the BMEPB will gradually issue further lists of work units, in an attempt to tighten control over the discharge of air pollutants. Meanwhile, existing pollution-management units have been urged to renew efforts to control the discharge of air pollutants by promoting cleaner methods of production and driving infrastructural adjustment.
